The National Critical Infrastructure Protection Coordination Center (CNCPIC) is the central specialized unit of the Ministry of Internal Affairs responsible for organizing and carrying out the activities necessary to implement GEO no. 98/2010 regarding the identification, designation and protection of critical infrastructures, approved with amendments by Law no. 18/2011 and Law no. 294/2024 on the resilience of critical entities, which ensures the transposition at national level of the provisions of Directive (EU) 2022/2557 of the European Parliament and of the Council of 14 December 2022 on the resilience of critical entities.
The two normative acts ensure continuity in the approach and are in a complementary relationship, CNCPIC being responsible for the awareness of the responsible factors and the transition from the classic approach, based on the physical protection of the national critical infrastructures, to the one focused on resilience, the efforts in this sense being complemented by activities in the line of cyber security, supply chains, regarding the continuity of the activity, the monitoring of foreign direct investments and hostile takeover approaches, identification and management of sensitive functions, etc.
CNCPIC ensures strategic planning, coordination, monitoring and control of the implementation of specific legislation, also acting as a national point of contact in the relationship with the member states of the European Union, the European Commission, NATO and other international organizations.
Through its activity, CNCPIC contributes to the development of the normative and methodological framework in the field, supports the responsible public authorities and operators of critical infrastructures through specialized consultancy and best practices and constantly evaluates, in an all-hazards, cross-sectoral approach and based on strategic foresight, the risks and vulnerabilities to critical infrastructures.
Also, CNCPIC has the role of national coordinating authority in the field of resilience of critical entities, according to Law no. 294/2024. CNCPIC contributes to protecting the essential interests of society through specialized support given to critical entities responsible for ensuring the continuity of vital services for citizens, the economy and the functioning of the state.
in fulfilling its duties, CNCPIC coordinates the process of identifying critical entities, supports the competent sectoral authorities in risk assessment and promotes measures to strengthen their resilience. At the same time, the institution ensures inter-institutional cooperation and the exchange of information at national and European level, acting as a single point of contact in the relationship with the member states of the European Union and with relevant European structures.
