In accordance with Art. 8 of the Emergency Ordinance no. 98/2010 on the identification, designation and protection of critical infrastructure, approved with amendments by Law no. 18/2011, as subsequently amended and supplemented, each responsible public authority as well as each owner / operator / ICN / ICE manager who has more than one ICN / ICE responsibility is required to designate / designate a structure / compartment specialized in the field of ICN / ICE, which will also act as a contact point for critical infrastructure security issues between ICN / ICE owners / operators / managers and responsible public authorities.
The public responsible authorities and ICN / ICE owners / operators / managers responsible for only one ICN / ICE are required to designate an ICN / ICE security liaison officer who will also act as a contact point for security-related issues critical infrastructure between ICN / ICE owners / operators / administrators and public responsible authorities.
The security liaison officer is the head of the specialized department (consisting of at least 3 persons) designated at the level of the responsible public authorities or at the level of the owner / operator / administrator of the national / European critical infrastructure, is directly subordinated to the head of the responsible public authority or the owner / operator / administrator holding a national / European critical infrastructure and is:
- the person responsible for critical infrastructure protection / head of the department at the level of the responsible public authorities;
- Head of the National / European Critical Infrastructure Compartment at the level of the national / European critical infrastructure owner / operator / administrator.
The public responsible authorities shall establish and implement an appropriate communication mechanism with ICN / ICE security liaison officers at the level of the owners / operators / ICN / ICE administrators in order to exchange relevant data on identified risks and threats in relation to ICN / ICE, with the security of classified / sensitive information on Critical Infrastructure Protection, according to the regulations in force.
Liaison Officer for National / European Critical Infrastructure Security is practiced in all critical infrastructure sectors and involves a wide range of competencies, knowledge of national and European legislation in the field of critical infrastructure protection as well as specific knowledge in the field of activity of the objective in which it works.
The tasks of the Security Liaison Officer within the specialized compartment designated at the level of the responsible public authorities and at the level of the national / European critical infrastructure owner / operator / infrastructure manager are set out in Annex 3 to Decision no. 166/2013 regarding the approval of the Methodological Norms for the accomplishment / equivalence / revision of the security plans of the owners / operators / administrators of the national / European critical infrastructure, of the framework of the security plan of the owner / operator / administrator holding a national /European critical infrastructure.
