In order to establish a procedure for the identification and designation of a European Critical Infrastructure and a common approach for assessing the need to improve the protection of such infrastructures, COUNCIL DIRECTIVE 2008/114 / EC of 8 December 2008 on the identification and the designation of European Critical Infrastructures and the assessment of the need to improve their protection.
 

The implementation at national level of the Community approach on Critical Infrastructure Protection started in 2010 with the transposition into national law of the provisions of the Directive through O.U.G. no. 98 of 3 November 2010 on the identification, designation and protection of critical infrastructures, as amended and supplemented.
 

According to its provisions, the National Center for Coordination of Critical Infrastructure Protection (C.N.C.P.I.C.), a specialized structure of the Ministry of Internal Affairs, is responsible for organizing and carrying out the necessary activities to implement the legislation specific to the CIP domain.

 

The CNCPIC provides strategic planning, coordination, ongoing monitoring and control over the state of implementation of activities in the field of national / European critical infrastructure protection, the national contact point in relation to other EU Member States, the European Commission, the North Atlantic Treaty Organization and other organizations and international bodies, as well as the management of the Critical Infrastructure Warning Information Network (CIWIN) at national level.

 

The Center also ensures the fulfillment of the responsibilities of the MIA as the responsible public authority in the critical security sectors "National Security", as well as the technical secretariat and the representation function of the MIA in the interinstitutional working group established at the level of the Romanian Government in order to coordinate the activities for protection of critical infrastructure.
